Terrified drivers were forced to take evasive action to avoid a head-on collision with the red Citroen, driven by a woman from Ilford, in the direction of Cambridge.
Mr Hind, a piano technician from Hornchurch, East London, dialed 999 and was told the police had been inundated with calls from motorists.
The driver, who police said had mental health problems, was eventually stopped by a road block near Exning.
Mr Hind said: “I saw someone driving the wrong way and it took me a minute to process what was actually happening”.
It was quite startling and I immediately called the police and they said they’d been inundated will calls from people telling them someone was driving the wrong way at speed.
Police officers finally brought the car to a stop after carrying out a rolling roadblock to prevent a collision.
